Museum Techniques and Risk management

Cultural institutions suffer in the wake of dramatic, sometimes fatal, natural, or political events. Current examples can be found in countries such as Afghanistan, Ukraine, Brazil, and Syria. But disasters can occur anywhere. How do museums prepare themselves and what can we learn from museum professionals in the midst of or the aftermath of a dramatic series of events? In this joint session, we wrap ourselves around the complications of preparing for worst-case scenarios – while always aiming for the best! Potential speakers are invited to focus on everything from risk assessment and management to experiences of how to plan an orderly course of action for the event of a catastrophe.

Training the Trainers: Facilitation Skills Workshops for leaders in Conservation Risk Assessment – PART 1

Five ICOM International Committees including ICOM-CC, DRMC, ICTOP, ICMS & INTERCOM collaborated on an ICOM Solidarity Project, responding to the challenges museums face. Participants learnt that a facilitator brings together the focus of a diverse group of individuals with complex needs towards a common shared objective or goal. The aim of this project was to harness existing experience, knowledge and practice in the advocacy, teaching and implementation of Conservation Risk Assessment (CRA) to museum communities as a tool and practice for sustainable recovery and resilience. CRA is an analytical and methodological tool used for identification, evaluation and mitigation of risks posed by the 10 agents of deterioration. These two linked sessions will highlight successful outcomes of this training through presentations and discussions. New security technology is not just useful for preventing and detecting crime but adds real benefits for the whole museum.

Expert Session: Resilience of Historic House Museums and their Collections to Risks posed by Climate Change, Environmental Disasters, and Conflict Zones

The expert session will address risks to historic buildings and their collections by focussing on preventive conservation issues and the steps needed before, during and after disaster response. What resources should be allocated to mitigate risks to the built structure? How can museums develop risk management plans with community involvement? How should a museum prioritize collection items to be saved in case of emergency and how should they allocate resources for this purpose?

War and Heritage: The power of museums in preparing for and representing armed conflict

Around the world, museums are increasingly caught up in armed conflicts. Museum collections have been looted for sale in illicit markets, and, sometimes, even repurposed for the conflict itself. Although museums have a certain degree of legal protection under the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, the duty to respect museums and their collections is often ignored. Nevertheless, museum staff are implicated in many ways. Many museums are involved in positive training activities to increase fidelity to protect cultural property under international law. Their staffs may be involved in offering expert advice to militaries or in securing museum objects as a conflict nears the institution. Safeguarding collections during conflict, as well as the conflict itself, raise additional questions about curation and collections acquisition. How should museums respond during conflicts? What might they consider collecting? How are these collections exhibited subsequently? The aim of ICOM-DRMC and ICOMAM in this session is to examine the role of museums and conflict holistically, considering the different issues that museums must consider when facing these unthinkable, but frustratingly more frequent, scenarios.
